Hayes Gahagan
Hayes Gahagan leads Loring Holdings' long-term strategy, commercial development, and external relationships. He has worked for more than four decades across industrial real estate, energy infrastructure, project development, and public policy.
A former member of the Maine House of Representatives and Maine Senate, Hayes has helped advance the Loring development effort through property negotiations, infrastructure planning, and engagement with public agencies and commercial partners.
Hayes earned his B.A. and M.P.A. from the University of Maine and completed graduate studies in International Law and Economics at Manchester College, Oxford.

Kenneth U. Borneman
Ken Borneman brings more than five decades of experience in power generation, engineering, industrial operations, and energy development. His work spans biomass, waste-to-energy, natural gas, cogeneration, renewable fuels, solar, and battery storage.
His experience covers project development and design, procurement, contract negotiation, environmental compliance, start-up, operations, and owner oversight. Ken is President of KenEnergy Services, Inc. and Energy Supply, Inc., and has held senior positions with Dilling Group, Johnson Controls, Alternative Energy, Pacific Generation Company, and Georgia-Pacific.
Ken holds degrees from Maine Maritime Academy and Husson College.
Project Engineer
Chief Legal Officer and Member RepresentativeWilliam J. Smyth, Esq.
Bill Smyth has served as legal counsel to the Loring Energy Projects since 2007. He provides continuity across corporate governance, contractual matters, project administration, and coordination with specialized outside counsel.
Bill received his Juris Doctor from Brooklyn Law School in 1993. His experience includes business planning, taxation, and cross-border work as a foreign legal consultant in Québec, Canada.
VP Business DevelopmentRyan Gahagan
Ryan Gahagan has worked with the Loring Energy Projects since 2012. He coordinates project development, research, economic modeling, regulatory materials, communications, and work with engineering and legal advisors.
His responsibilities include evaluating business opportunities, preparing proposals and project materials, and supporting implementation across the development team.
Ryan earned his B.A. in Communications from Gordon College.
